		<description><![CDATA[In 2004, Massachusetts Democrats succeeded in stripping then Republican Governor Mitt Romney of the power to appoint and interim Senator all in anticipation of John Kerry winning the White House. Democrats managed to amend the law just in time to watch Kerry lose his bid for the Presidency. Now, in 2009, the law still prevents the Massachusetts Governor from filling vacant seats. That must be done by special election. Since Ted Kennedy has fallen ill with brain cancer and his is expected to pass away or resign in the near future, the Democrats want the law changed back so that their Democrat Governor can appoint a Democrat interim Senator.
